Different Rules In Every City
Los Angeles, Burbank, Glendale, Pasadena, Santa Monica and the Ventura County cities each run their own building departments, and unincorporated areas are permitted by the county. We confirm which office reviews your plans before any design work begins.
Checked At Discovery
Jurisdiction, zoning, hillside, coastal, historic and HOA status are all confirmed at the first site visit.

What Changes Across Our Service Areas
The same kitchen or ADU can be simple in one city and complicated in the next. These are the local differences that matter most across our service areas.
Who Reviews The Plans
Inside the City of Los Angeles, plans go to LADBS. Unincorporated areas go to Los Angeles County Building and Safety or the County of Ventura, and independent cities review their own.
Hillsides
Sloped lots bring size, grading and drainage rules, and often fire-zone requirements.
Historic Districts
In Pasadena, Glendale, Santa Monica and parts of Los Angeles, exterior changes can need design review.
Coast, Associations And ADUs
Near the shore, coastal permits can apply under the California Coastal Commission framework. In planned communities, HOA review usually comes before the city. For accessory units, state ADU law sets the baseline everywhere and each city adds its own standards.
Oak Trees
In Thousand Oaks and nearby, work near protected oaks can need a permit and an arborist’s input.
Septic
In Malibu and some rural lots, septic capacity can decide whether an ADU or addition is practical.

Many communities we work in are covered by a larger page. West Hills, Winnetka, Chatsworth and Northridge sit under the San Fernando Valley; Newbury Park, Moorpark and Oak Park under Ventura County; and the beach cities under the South Bay.

Wherever your home is, the project starts the same way: with someone from our team standing on the lot, not guessing from a map.
What We Look At
The first visit is about facts. We look at the house, the lot and the local rules together, because each one limits the others.
- Which city or county office reviews your plans
- Zoning, setbacks and height limits
- Slope, access and where materials can be staged
- Utilities and, where relevant, septic capacity
- Hillside, coastal, historic, HOA or tree constraints
What You Come Away With
A clear view of what is realistic on your property, which approvals it will need and roughly how long they take. From there, design can start in the right place rather than being redrawn after the first round of review.
Honest Answers
If a project does not make sense for the lot or the budget, we say so early, before any design fees are spent.

How do I know which building department reviews my plans?
It depends on whether your address is in the City of Los Angeles, an independent city or an unincorporated county area. We confirm it at the discovery visit.
Do you handle permits in every city you cover?
Yes. We prepare and submit plans to whichever city or county office reviews your address, answer corrections and schedule every inspection.
Can you build ADUs across all of your service areas?
State ADU law applies everywhere, and each city adds its own standards. Lot size, utilities, hillside, coastal and HOA rules decide what fits, and we check them during discovery.
